I was telling a fellow TNG fan about the "Picard Tuck" and he didn't
remember anything about it.

I remember this as a mannerism that JL Picard had after barking out an
important command while on the bridge. He would grasp his upper tunic and
pull down as if in a tucking motion.

Can anyone else fill in the blanks for me?

Dear Rob--This would be better referred to as the "Starfleet tug" since
Riker, Jordie, and Picard all do it. Something about the fit of the tunic.I
don't recall ever seeing Data do it.

If they can send a man to Beta Antares Four, why can't they make a tunic
that properly fits?
